Imbalance settlement
There are two levels in the area of deviations from the forecasted schedules. For the entire electric power system or regulated area within interconnection responsible the system operator; and in the Slovenian electricity market, market participants are responsible for settlement of imbalances.
In Slovenia, imbalance settlement is set by the Balance scheme. The system of calculating imbalances is managed by the electricity market operator, Borzen, d.o.o. The organised wholesale electricity market is hierarchically arranged into a Balance Scheme, in which participate Balance Groups and more Balance Subgroups. Balance Group consists of members of the Balance Scheme, established to provide balancing energy delivery represented by the Balance Responsible Party. The Balance Responsible Party must on behalf of the Balance Group before entering the Balance Scheme conclude a Balancing Agreement with the Electricity Market Operator. Members of the Balance Scheme can provide balancing energy delivery to other Balance Scheme Members, which are hierarchically lower. In that way, the Balance Groups can deliver balancing energy to the Balance Subgroups and they to the lower level of participants. In such cases, members of different hierarchical level conclude a balancing agreement.
Balance Scheme Members are obliged to report all operational forecasts for supply and consumption for the delivery points; the report is carried out by the Balance Responsible Party. Balance Scheme Members are also required to report all closed contracts.
