New energy services market
Providing reliable, affordable and simple energy services to all users is one if the key objectives of creating a single European energy market. The aim of regulation is to provide the environment in which the competitiveness and the framework for investments that is based on stable and predictable regulatory framework can prosper. Independent regulators, which have a central role, should ensure placing users are at the centre of the market design, as well as to understand their needs, expectations and bringing closer the benefits of the competitive market. When we talk about new energy services, we cannot ignore the promotion and facilitation of demand response. In many EU countries, large consumers already for many years enable demand response. Smaller consumers are more and more equipped (see Advanced metering) and ready to facilitate these types of services (e.g. indirectly through aggregators). Therefore, the relationships between consumers and system operators are changing a lot. Many consumers (including households) will move from the traditional one-way interchange to the new one – they will not be only consumers of electricity, but also electricity supplier to the system. Active participation of users will require understanding of new relationships, and at the same time, will influence the development of demand response from their perspective. Different types of consumers will be included in a variety of ways, but we can also expect that many household consumers won't be interested in new technology. Among industrial consumers, the different response will depend on their size, sector, in which they operate, and intensity of their activities and the amount of consumed energy.
